Programming by the hour:

These rates apply if you purchase a minimum of 100 hours all together. For example you might purchase 50 hours of Visual Basic and 50 hours of Visual C++. The hours are computed using our Task Appraisal System.

The programming by the hour option is better suited if you have varying needs. One week you need a six-programmer team an the next week you are content with a single programmer. The hours you purchase are your to use whenever you wish.

Permanent Programmers by the Year:

The table shows annual rates. It is not necessary to purchase a whole year. You may purchase a minimum of 3 months of any service.

There are 5 working days per week, 8 hours per day

The permanent programmer option is better suited if you wish to have the programmers working for you full time. This guarantees that the resource will be fully dedicated to you. Of course if unexpected work comes along, you can always additional man-hours as described above.
